What does 4r7 stand for on resistor R3?

The 3 character system of part values is usually the left most two digits are the significant figures and the right most digit is the multiplier exponent.
So a 471 would mean 47 x 10,  473 would mean 47 * 1000.
In this case the decimal point is between the two significant figures so 4r7 means 4.7 ohms.  I don't know how you'd write .47 ohms, I'd guess that would be r47.

Also for high precision parts (better than 5%) I think they just use 4 characters and the first 3 are significant figures.
